All this serves to underline the importance of there being an effective right of access for all to basic banking services. The EU Payment Accounts Directive (PAD) establishes a right to a basic bank account and should have been transposed into national law throughout the EU by September 2016.

The UK’s Money Advice Service, a free service sponsored by government, explains how this works in the UK:  http://www.moneyadviceservice.org.uk › … › Running a bank account

Do EFIN colleagues know whether PAD has been correctly transposed into their national legislation, and whether there is advice available to those who want to take advantage of this right, and whether this right is a practical reality? Feedback to EFIN would be much appreciated.
